A Pennsylvania Recreational Guide
The 3,192-acre Elk State Park is in the rugged
mountains of northern Pennsylvania. The
1,160-acre East Branch Clarion River Lake is
large enough for unlimited horsepower boating
and is great for waterskiing. The lake and
nearby streams are stocked with warmwater
and coldwater fish.

BOATING: Unlimited horsepower motors
permitted
The East Branch Clarion River Lake has one
boat launch on Instanter Road. The Instanter
boat launch and dock are for unloading
and loading only. This U.S. Army Corps of
Engineers Pittsburgh District lake also provides
a boat launch by the dam.
Per Pennsylvania Fish and Boat Commission
regulations, the following boaters are required
to wear a life jacket:
• On Pittsburgh District U.S. Army Corps of
Engineers lakes (only), everyone in boats
less than 16 feet in length and in all canoes,
kayaks, and paddleboards.
• All water skiers and anyone towed behind
vessels, personal watercraft operators and
passengers, and sailboarders (windsurfers).
Inflatable life jackets are not acceptable for
these activities.
• Children 12 years of age and younger on
commonwealth waters when underway on
any boat 20 feet or less in length and on all
canoes and kayaks.
• Boaters must wear a life jacket on boats less
than 16 feet in length or any canoe or kayak
from November 1 through April 30.
Motorboats must display a boat registration
from any state. Non-powered boats must
display one of the following: boat registration
from any state; launch permit or mooring
permit from Pennsylvania State Parks,
available at most state park offices; launch use
permit from the Pennsylvania Fish and Boat
Commission.
FISHING: The lake is a coldwater fishery
and is stocked by the Pennsylvania Fish and
Boat Commission with tiger muskellunge,
walleye, smallmouth bass, and brook, rainbow,
brown, and lake trout. Fivemile Run, Seven
1/2021
Mile Run, Straight Creek, Middle Fork Creek,
and Crooked Creek are all stocked streams.
Many smaller streams abound in native brook
trout. Pennsylvania Fish and Boat Commission
regulations and laws apply.
HUNTING AND FIREARMS: About
3,150 acres are open to hunting, trapping, and
the training of dogs during established seasons.
Common game species are black bears, deer,
and turkeys. Hunting is also permitted on the
adjacent Elk State Forest and State Game
Lands 25.
Hunting woodchucks, also known as
groundhogs, is prohibited. Dog training is
only permitted from the day following Labor
Day through March 31 in designated hunting
areas. The Department of Conservation and
Natural Resources and the Pennsylvania Game
Commission rules and regulations apply.
Contact the park office for ADA accessible
hunting information.
Use extreme caution with firearms at
all times. Other visitors use the park during
hunting seasons. Firearms and archery
equipment used for hunting may be uncased
and ready for use only in authorized hunting
areas during hunting seasons. In areas not open
to hunting or during non-hunting seasons,
firearms and archery equipment shall be kept
in the owner's vehicle or enclosed trailer.
Exceptions include: law enforcement officers
and individuals with a valid Pennsylvania
License to Carry Firearms are authorized to
carry a firearm concealed on their person while
they are within a state park.
